News - Winston-Salem’s Private Property Drainage Assistance Program
December 2013 – JEWELL Engineering Consultants has recently received a contract to study and recommend revisions to the City of Winston-Salem’s Private Property Drainage Assistance Program (PPDAP).
Beginning in the 1960’s, the City of Winston-Salem has had some form of program to address drainage issues on private property. By the mid-2000’s, the program had evolved into the City’s current Private Property Drainage Assistance Program (PPDAP) which seeks to address drainage issues on private property through a cooperative effort where the private property owners help cover remediation costs. Even though the evolved program has improved through the years, there still are challenges associated with its administration and implementation.
This project undertakes to further refine this component of the City’s comprehensive stormwater management program. Among other things, JEWELL will survey a number of North Carolina municipal stormwater programs to determine how other localities are addressing this issue and to identify those practices most suitable for application in Winston-Salem. JEWELL will evaluate the current service level through a review of projects that have been identified and performed under the current PPDAP program.
Once proposed program revisions are identified and reviewed, JEWELL will perform an economic impact analysis to determine the impact of changes on the overall funding of the stormwater program. JEWELL will wrap up the project with a final report of findings and a draft of recommended PPDAP revisions for implementation by the City going forward.
